Population Growth & Age Structure

Learn how birth and death rates combine into natural increase, why a population's size differs from its growth rate, and how age structure predicts a country's needs.

What this lesson covers

Two countries can both be "growing fast" and mean completely different things. One might add 90,000 people a year to a small population; another might add 900,000 people a year and still be growing slowly. Geographers untangle this by looking at three things: how many babies are born, how many people die, and what ages the people already there happen to be.

In this lesson you will learn to compare a birth rate with a death rate to find natural increase, to keep the size of a population separate from the rate at which it changes, and to read a description of a country's age structure and predict what that place will need — more elementary schools, or more nurses and retirement housing. These skills let you look at a set of numbers about a place you have never visited and say something true about daily life there.

Birth Rate, Death Rate, and Natural Increase

Population change starts with two simple counts. The crude birth rate (CBR) is the number of live births in one year for every 1,000 people in a country. The crude death rate (CDR) is the number of deaths in one year for every 1,000 people. "Crude" just means the rate is measured against everybody, not adjusted for how old the population is.

Subtract one from the other and you get natural increase, the change in population caused only by births and deaths:Natural increase per 1,000=CBRCDR\text{Natural increase per 1,000} = CBR - CDRIf a country has CBR=24CBR = 24 and CDR=9CDR = 9, natural increase is 249=1524 - 9 = 15 per 1,000 people. Geographers usually convert that to a percentage, called the natural increase rate (NIR), by dividing by 10:NIR=CBRCDR10=1510=1.5%NIR = \frac{CBR - CDR}{10} = \frac{15}{10} = 1.5\%The word "natural" is doing real work here. Natural increase ignores migration completely. A country can have a positive natural increase and still shrink if enough people move away, and a country with a negative natural increase — more deaths than births — can still grow if enough people move in. That is why this lesson pairs with the migration lesson: together, natural increase and net migration give the full picture.

Where students go wrong: they treat rates "per 1,000" as if they were percentages. A birth rate of 24 does not mean 24 percent of people had a baby. Twenty-four out of one thousand is 2.4%2.4\%, ten times smaller. Always divide by 10 to move from per-thousand to percent.

Size Is Not the Same as Growth Rate

This is the idea students most often mix up. Size is how many people live somewhere right now. Growth rate is how fast that number is changing, expressed as a percentage of the people already there.

Because a growth rate is a percentage, it is applied to the current population. A tiny percentage of a huge number can be an enormous number of people.

Berrow is growing much more slowly than Alta, yet it adds almost five times as many people each year. If someone asks "which country is growing faster?" the answer is Alta, because "faster" refers to the rate. If someone asks "which country adds more people?" the answer is Berrow. Read the question carefully and decide which of the two it wants.

A second common error is thinking that a falling growth rate means a falling population. If the rate drops from 2.0%2.0\% to 1.2%1.2\%, the population is still getting bigger — just less quickly each year. A population only shrinks when the growth rate goes below zero. Slowing down and going backward are different things, in traffic and in demography.

Reading an Age Structure Described in Words

Age structure means how a population is divided among age groups. Geographers usually sort people into three broad bands: children (roughly under 15), working-age adults (roughly 15 to 64), and older adults (65 and up). You do not need a graph to reason about this — a sentence of description is enough.

A youthful population has built-in momentum. Even if families start having fewer children, the huge group of kids alive today will reach adulthood and have children of their own, so the population keeps rising for decades. That is why a country can lower its birth rate and still grow.

An aging population has the opposite momentum. Fewer children now means fewer parents later, and the large older group pushes the death rate up. Notice that a high crude death rate does not automatically mean a place is unhealthy — in a country where many people live to 85, plenty of deaths happen every year simply because the population is old. That surprises students who assume a high CDR always signals disease or poor medical care.

The dependency ratio compares people too young or too old to work with working-age adults. Both a very youthful and a very aged population have high dependency ratios, for opposite reasons.

From Age Structure to What a Place Needs

The payoff of reading an age structure is prediction. Governments plan budgets years ahead, and the shape of the population tells them where the pressure will land.

A youthful population needs classrooms, teachers, childhood vaccinations, and — about fifteen years later — a great many new jobs. If those jobs do not appear, young adults often move to cities or abroad looking for work, which links directly to the migration and urbanization lessons in this unit.

An aging population needs hospitals and clinics focused on long-term conditions, home care workers, accessible transportation, and a pension system that a shrinking group of workers must fund. Some aging countries also recruit workers from abroad to fill labor shortages.

When you write an answer to a question like this, name the age group, then name the need, then explain the link. "Because about 42 percent of the population is under 15, the country will need many more primary schools and teachers within the next few years" is a complete answer. "They need help" is not, because it does not show you read the age structure at all. The reasoning chain — age group, therefore need — is the whole skill.

Natural increase.
Population change caused only by births and deaths, found by subtracting the death rate from the birth rate. It does not include migration.

Growth rate.

A population in which a large share of people are children, typically produced by a high birth rate and carrying momentum for future growth.
Dependency ratio.
A comparison of the number of people too young or too old to work with the number of working-age adults.

Worked example

The country of Vantia has 8,000,000 people, a crude birth rate of 31 per 1,000, and a crude death rate of 11 per 1,000. About 41 percent of Vantians are under age 15. Find Vantia's natural increase rate, calculate roughly how many people it adds by natural increase in one year, and name two things the government should plan for.
Step 1 — Subtract the rates. Natural increase per 1,000 is 3111=2031 - 11 = 20. That means 20 more births than deaths for every 1,000 people.

Step 2 — Convert to a percentage. Divide by 10 because there are 10 groups of 100 in 1,000:NIR=311110=2010=2.0%NIR = \frac{31 - 11}{10} = \frac{20}{10} = 2.0\%Step 3 — Apply the rate to the population size. Change the percent to a decimal and multiply:8,000,000×0.020=160,0008{,}000{,}000 \times 0.020 = 160{,}000Vantia gains about 160,000 people per year from births and deaths alone. Migration could raise or lower the actual total, but that is a separate calculation.

Step 4 — Read the age structure. With 41 percent under 15, Vantia has a strongly youthful population. Roughly 8,000,000×0.41=3,280,0008{,}000{,}000 \times 0.41 = 3{,}280{,}000 children.

Step 5 — Turn the age structure into needs. Right now Vantia needs primary and secondary schools, teachers, and child health services for those 3.28 million children. Within about fifteen years, that same group reaches working age, so Vantia will need a large number of new jobs and job training programs. If those jobs are missing, expect heavy movement toward cities or out of the country.

Check your reasoning: a 2.0%2.0\% natural increase rate is high. Vantia's population would roughly double in about 35 years if the rate held steady, so planning cannot wait.

Practice questions

Country M has 90,000,000 people and a growth rate of 0.5 percent. Country N has 6,000,000 people and a growth rate of 2.0 percent. Which statement is correct?
  1. Country N is growing faster, but Country M adds more people each year.
  2. Country M is growing faster and adds more people each year.
  3. Country N adds more people each year because its rate is higher.
  4. Country M's population is shrinking because its rate is under 1 percent.

Answer: Country N is growing faster, but Country M adds more people each year.

Growth rate measures speed, so N at 2.0%2.0\% is growing faster. But the number of people added depends on size too. Country M adds 90,000,000×0.005=450,00090{,}000{,}000 \times 0.005 = 450{,}000 people, while Country N adds 6,000,000×0.020=120,0006{,}000{,}000 \times 0.020 = 120{,}000. A small percentage of a huge population is still a lot of people. The last choice is wrong because any positive rate means growth — a rate below 1 percent is slow, not negative.
A country reports a crude birth rate of 9 per 1,000 and a crude death rate of 13 per 1,000, and states that 22 percent of its residents are over age 65. Calculate the natural increase rate, and explain in a few sentences what this country is likely to need in the next twenty years.

Answer: NIR=91310=0.4%NIR = \frac{9 - 13}{10} = -0.4\%. The country has an aging population and will need expanded health care, elder care workers, pensions, and possibly immigrant workers to fill jobs left by retirees.

Because deaths outnumber births, natural increase is negative: 913=49 - 13 = -4 per 1,000, which is 0.4%-0.4\%. The population is shrinking from natural change alone, though in-migration could offset that. The age structure explains the numbers: with more than one in five residents over 65, few people are in prime childbearing years and many are at ages when death is more common. The high death rate here reflects an old population, not poor health care. Needs follow directly from the age group named: hospitals and long-term care, home health workers, accessible transit and housing, and a pension system supported by a shrinking pool of workers.
A student says, "Grenville's growth rate dropped from 2.4 percent to 1.3 percent last decade, so Grenville has fewer people now than it did ten years ago." What is wrong with this reasoning?

Answer: A falling growth rate still means growth. Grenville has more people than before; it is just adding them more slowly. Population only falls when the growth rate is negative.

Students often confuse the direction of a change in the rate with the direction of change in the population. At 1.3%1.3\% Grenville is still adding people every year, just fewer than at 2.4%2.4\%. Think of a car slowing from 60 to 30 miles per hour — it is still moving forward. Also, a youthful population has momentum: the large group of children already born will reach adulthood and have children, so the total keeps climbing for years even as the rate falls.

FAQ

Why are birth and death rates given per 1,000 instead of as percentages?
Per-1,000 rates keep the numbers as whole numbers that are easy to compare. A birth rate of 18 is tidier than 1.8%1.8\%, and small differences show up clearly. Just remember to divide by 10 whenever you need the percentage.
Does natural increase include people moving in or out?
No. Natural increase counts only births minus deaths. To find total population change you add net migration, which is people moving in minus people moving out. A country can have positive natural increase and still lose population if enough residents emigrate.
Can a country's population grow even when its birth rate is falling?
Yes, and this happens often. If the population already contains a huge group of children, those children grow up and become parents, so births stay numerous even when each family is smaller. This is called population momentum, and it is why youthful countries keep growing for decades after birth rates start dropping.
Why would a wealthy country with excellent hospitals have a high death rate?
Because the crude death rate is not adjusted for age. In a country where most people live into their eighties, a large share of the population is elderly, so many deaths occur each year simply as a result of the age structure. A high crude death rate can signal an old population rather than poor health conditions.
