The Quantitative Analysis (QA) free-response question is worth 4 points and shows up on every AP US Government exam. It hands you a table, chart, or graph of real political data and asks you to read it, find a trend, connect that trend to a political concept, and explain a cause. In this lesson you will work a complete QA question built on U.S. Census Bureau Current Population Survey (CPS) data for reported voter turnout by age group across the 2000, 2004, 2008, 2012, 2016, and 2020 presidential elections. You already know the content from the voting behavior lessons; the goal here is technique. By the end you will know exactly what each of the four parts demands, the verbs the rubric rewards, and the mistakes that cost easy points.

How the QA question is built (the four parts)

Every QA question follows the same four-part skeleton, and each part is worth exactly one point. Knowing the pattern means you can predict what is coming before you even read the prompt.

Part A is pure reading comprehension: no outside knowledge needed. Part B still lives inside the data but asks you to synthesize. Part C is the pivot — you move from the numbers to a claim about politics. Part D leaves the data almost entirely and requires you to explain WHY, using a concept from the course. Students often lose points by front-loading effort on A and B and rushing C and D, where the real analysis lives. Budget your time so every part gets a full, specific sentence.

The data set: age and turnout, 2000-2020

Here is a representative version of the CPS reported-turnout table (percent of citizens in each age group who reported voting). Real exam figures vary slightly, but the pattern is authentic and consistent.

The central story is unmistakable: in every election, turnout rises as age rises. The oldest group (65+) votes at the highest rate; the youngest (18-24) votes at the lowest. Turnout also generally climbed toward 2020, but the age ranking stayed the same.

When you read a QA table, always orient yourself first: What does each row represent? What does each column represent? What units are the numbers in (percent, millions, dollars)? Circling the highest and lowest values before writing prevents careless errors. Notice that the gap between youngest and oldest is roughly 25 percentage points in 2020 — that consistent gap is exactly the kind of durable pattern Part B wants you to name.

Writing each part to hit the rubric

For Part A, name the specific group and cite the number. "The 65+ age group had the highest reported turnout in 2020 at about 76%." Quoting the figure guarantees the point.

For Part B, describe the relationship, not a single data point. The rubric wants a trend across the categories or years. Strong answer: "Across all elections shown, turnout increases as age increases — older age groups consistently vote at higher rates than younger ones." Weak answer: "Old people voted more in 2020," which only restates one column.

For Part C, draw a conclusion the data supports. Because older voters turn out most reliably, candidates are likely to prioritize policies that appeal to older Americans, such as Social Security and Medicare protection. The logic chain — reliable voters get courted — must be explicit.

For Part D, explain an institutional or behavioral cause of the age gap. Acceptable explanations include registration barriers, residential mobility of young people, weaker political efficacy among the young, or the fact that older citizens have more stable residency and longer voting habits. Name the factor AND explain the mechanism: "Younger people move frequently for school and jobs, so they must re-register repeatedly, and this institutional friction lowers their turnout."

Common mistakes that cost points

The QA question is one of the most learnable FRQs because the errors are predictable.

Another frequent problem is answering the wrong task verb. "Identify" needs only a fact; "describe" needs elaboration; "draw a conclusion" needs an inference; "explain" needs a cause-and-effect chain. If you treat "explain" like "identify," you write a fragment and lose the point.

Finally, do not repeat your Part C answer in Part D. Part C is the conclusion (what candidates do); Part D is the underlying cause of the pattern (why the gap exists). Graders look for distinct reasoning in each. Write each part as a clearly labeled, complete sentence or two, and never assume the reader will connect your ideas for you — the rubric rewards explicitness, not elegance.

Using the CPS reported-turnout table above, respond to all four parts. A) Identify the age group with the highest reported voter turnout in 2020. B) Describe the relationship between age and voter turnout across the elections shown. C) Draw a conclusion about the type of policies candidates are likely to prioritize based on the data. D) Explain an institutional factor that could contribute to the age gap in turnout.
Part A: Scan the 2020 column for the largest value. The 65+ group is highest at about 76%. Write: "The 65+ age group had the highest reported turnout in 2020, at approximately 76%." That earns point one because it names the group and cites the figure.

Part B: Do not restate a single number. Look across all four columns and both directions. In every election, as age increases, turnout increases; the 65+ group always votes most and the 18-24 group always votes least. Write: "Across all elections shown, there is a positive relationship between age and turnout — older age groups consistently report higher turnout than younger groups." Point two earned for naming a trend.

Part C: Move from data to inference. Because older voters turn out most reliably, rational candidates target them. Write: "Because older Americans vote at the highest and most reliable rates, candidates are likely to prioritize policies that appeal to them, such as protecting Social Security and Medicare, to secure this dependable voting bloc." Point three earned for a data-grounded conclusion.

Part D: Explain a cause with a mechanism. Write: "Younger citizens move more often for college and early careers, forcing repeated voter re-registration. This institutional friction in the registration process raises the cost of voting for the young and helps produce the persistent age gap." Point four earned because it names a factor and explains how it lowers young turnout.

Based on the CPS table, which statement best describes the relationship between age and reported voter turnout across the 2000-2020 elections?

A student writing Part B answers: 'In 2020, voters aged 65+ turned out at 76%.' Explain why this response would NOT earn the Part B point, and rewrite it so it does.

Answer: It fails because Part B requires describing a relationship or trend, not citing a single data point.

Part B tests synthesis across categories or time, so a one-cell fact is really a Part A style answer. A scoring response describes the pattern: 'Across all elections shown, turnout rises consistently with age, so older groups always vote at higher rates than younger groups.' This names a comparative trend spanning multiple groups and years, which is what the rubric rewards.
For Part D, explain one behavioral factor (not registration) that could contribute to lower turnout among 18-24 year olds.

Answer: Lower political efficacy among young people reduces their likelihood of voting.

A full-credit Part D names a factor and its mechanism. Many young citizens feel their vote has little impact or are less connected to political institutions, lowering their sense of efficacy. Because people who doubt that participation matters are less motivated to bear the costs of voting, weaker efficacy translates into lower turnout, helping explain the persistent age gap in the data.
