The Quantitative Analysis (QA) free-response question is the most predictable four points on the AP US Government exam — if you know the drill. You get a data table, chart, or graph and four tasks that build from simple reading to deeper explanation. This lesson walks you through a full QA prompt built on a table of civil rights case filings in U.S. district courts from 1964 to 2020.

Instead of re-teaching civil rights doctrine (you covered that in 3.10–3.13), we focus on the skill: how to read the table, phrase each part so it earns the point, and connect the numbers to real course concepts like litigation as a rights strategy. The Four-Part Anatomy of a QA Question

Every AP Gov Quantitative Analysis FRQ follows the same skeleton, worth one point each. Learning the pattern lets you predict what graders want before you even read the data.

The biggest scoring mistake is treating all four parts the same. Part A wants a bare fact; adding a paragraph wastes time. Part D wants genuine political-science reasoning; a one-line answer will not earn it.

Always answer in complete sentences, label each part (A, B, C, D), and reuse the language of the prompt. If the prompt says 'draw a conclusion about citizens' use of federal courts,' your Part C sentence should literally contain the phrase 'citizens' use of federal courts.' Graders scan for the required elements — make them impossible to miss.

Reading the Data Table Correctly

Before writing anything, orient yourself. Read the title, the units (raw case counts, not percentages), and the range of years. Then identify the highest and lowest values so you are ready for Part A and B. Here the baseline year is 1964 with 300 filings and the peak is 1997 with 43,278.

A common misconception is confusing a peak with the most recent year. The 2020 value (28,450) is large but not the maximum — filings rose sharply, peaked in 1997, then declined. Read across the whole table before deciding on a trend.

Another trap: describing every wiggle in the data. Part B rewards the dominant pattern. Here the clean story from 1964 to 1997 is a dramatic, sustained increase. Save the post-1997 decline for context, not for your core trend statement, unless the prompt specifically asks about it.

Writing Parts A and B: Identify and Describe

Part A (Identify) asks for the peak year. The point-earning answer is short and exact: 'The peak year for civil rights case filings was 1997, with 43,278 cases.' You do not need to explain why — just state it. If you name the wrong year or give a vague answer like 'the late 1990s,' you risk the point. Precision wins.

Part B (Describe the trend from the 1964 baseline to the peak) requires evidence, meaning you cite at least two data points to show direction and magnitude. A strong response: 'From the 1964 baseline of 300 filings, civil rights case filings increased steadily and dramatically, rising to 3,586 by 1970 and reaching a peak of 43,278 in 1997 — an increase of over 140 times the baseline.'

The verb 'describe' means report what the data shows without explaining causes. Save causation for Part C. Keep Part B factual and grounded in specific figures from the table.

Writing Parts C and D: Conclude and Explain

Part C (Draw a conclusion) asks you to interpret the trend: what does the surge say about the effect of the 1964 Civil Rights Act era on citizens' use of federal courts? A conclusion is a claim that extends beyond the raw numbers. Example: 'The sharp rise in filings suggests that the 1964 Civil Rights Act era gave citizens new legal grounds and expanded their willingness to use federal courts to enforce their rights.' You are inferring a relationship, not restating the numbers.

Part D (Explain) is the hardest point because it demands a link to course content — here, how litigation functions as a civil-rights strategy alongside legislation and protest. A full answer explains the mechanism: 'Litigation allows individuals or groups to enforce and expand rights through the courts by challenging discriminatory laws or practices, as the NAACP did in Brown v. Board of Education. Unlike legislation, which requires majorities in Congress, or protest, which pressures public opinion, litigation lets even a small minority secure enforceable rulings that bind government actors.'

The key to Part D is showing you understand the concept, not just naming it. Define litigation, contrast it with the other two strategies, and connect it back to why filings would rise after new civil rights protections became law. Naming Brown or citing the equal protection clause strengthens the response but the reasoning is what earns the point.

Part B: Anchor the trend in at least two figures and state direction plus magnitude. 'From the 1964 baseline of 300 filings, the number of civil rights cases increased steadily and steeply, climbing to 18,922 by 1990 and peaking at 43,278 in 1997 — well over a hundredfold increase.' This describes without explaining, exactly what 'describe' requires.

Part C: Move from data to inference. 'The dramatic rise in filings suggests that the 1964 Civil Rights Act era encouraged citizens to turn to the federal courts, because new statutory protections gave them enforceable legal claims they had previously lacked.' This is a conclusion about effect, tied to the data.

Part D: Connect to course content and contrast strategies. 'Litigation is a civil-rights strategy in which individuals or interest groups file lawsuits to enforce or expand rights, as the NAACP Legal Defense Fund did in Brown v. Board of Education. It complements legislation, which sets broad policy through Congress, and protest, which shifts public opinion and pressures officials. Litigation is powerful because a numerical minority can still win a binding court ruling, which helps explain why filings surged once the 1964 Act created new legal grounds to sue.' Answer: The response only restates the data (which belongs in Part B) rather than drawing a conclusion. Part C requires an inference beyond the numbers — a claim about cause or effect. A point-earning version: 'The steep rise in filings suggests that the 1964 Civil Rights Act era led citizens to use the federal courts far more, because new laws gave them enforceable rights they could sue to protect.'

The distinction between describing (Part B) and concluding (Part C) is the most common QA error. 'Draw a conclusion' demands that you interpret the trend and assert a relationship. Simply repeating figures shows no interpretation, so graders cannot award the point. Adding a causal claim tied to the Civil Rights Act era converts the sentence into a genuine conclusion.

FAQ

How long should each part of a Quantitative Analysis FRQ be?
Match length to the task. Part A can be a single precise sentence. Part B needs two or three sentences citing at least two data points. Parts C and D each usually require two to four sentences because they involve reasoning. Padding Part A wastes time you need for the explanation in Part D.
Do I need to do math on the QA question?
Rarely anything beyond simple comparison. You should be able to spot the highest and lowest values, note whether numbers rise or fall, and optionally state a rough magnitude (for example, 'over a hundredfold increase'). Exact percentage calculations are not required unless the prompt specifically asks for a difference or rate.
What is the difference between 'describe' and 'draw a conclusion'?
'Describe' means report what the data shows using evidence, without explaining why. 'Draw a conclusion' means make an inference that goes beyond the data — typically a claim about a cause or effect. Mixing these up, especially restating data when a conclusion is required, is the most common way students lose points.
Can I lose the Part D point if my example is wrong?
Part D rewards explaining the concept and its mechanism. A relevant, accurate example like Brown v. Board of Education strengthens your answer, but the point hinges on correct reasoning about how litigation works as a rights strategy. A minor factual slip in an example usually will not cost the point if your explanation of the concept is sound.
